Updated @ 6: PM EDT: Here is the disputed contract in full, such as it is (and do read yellow highlights at right — click to enlarge). It is plainly a “amended continuation” of a private one, previously signed, before Melania became first lady. [So it may well not be enforceable at all, as it lacks consideration.]

But even if Bill Barr clears that hurdle, it also contains the “gratuitous government services” language — which means, per force, there was no consideration to support the NDA portion — and as a matter of law (as the contract itself recites) it cannot “trump” (heh!) the federal rules which allow federal reporting of waste, abuse of power, or other malfeasance — in violation of applicable federal rules and laws. In sum — Melania and Bill Barr, her flunkie lose — long before we get to whether it is “a gross waste of public funds” for the DoJ to handle a private civil contract dispute for Melania (Hint: it is — and thus, another violation).
